Had this for a few years, and now decided to spruce up some B+W pics. Stacks of scratches etc to remove

The black background is so dirty i cannot find a big enough clean bit to clone!,
Now the problem..
The black is slightly 'lighter' that the RGB 255/255/255 setting, i have seen other products that have a feature where you can select a spot and it tells you the RGB mix Is this on PSP 2018?

And where is the colour pallette as i might give 'colouring' a go

Any suggestions TIA

It seems you are close to beginner level. A detailed answer is going to take an awful lot of writing, especially as some of these things are much better demonstrated ideally one to one (there are people who do this on-line) or at least in a pre-made video.

A few hours on YouTube would seem your best bet. You will want to be looking at Curves, Levels and the Healing Brush especially.

Virtually all image editing packages will have a Colour Picker tool somewhere which will do what you want.

Can you upload an example image so we can see how bad they are.

Lots of packages have come out in the past few years which make restoration etc a lot easier, if not "one click".

If it's any help, that's 'colour picker' in Photoshop, a cursor that looks like a little dropper.

In RGB, black is 0/0/0, not 255/255/255 which is white. Maybe you can set it manually.

If I was faced with a 'black' that wasn't quite black, I'd use Levels and move the left-hand slider a bit to the right. But that is Photoshop, and no doubt PSP is different...

Another workaround, but again I can only speak for PS, is to select the scratched area and use the blur tool (Gaussian blur).

What created the 'dirtiness' in the first place?

Started in 35mm after borrowing my mates Halina 35. Went out a got, at Dixons when it was a camera shop. A 35mm camera with interchangable lenses 35/50/200. Not a SLR but had a gizmo that fitted in the flash shoe and you adjusteed the view for the 35/200 to get the right viewpoint.
The lenses were a type of bayonet fitting held in by a locking ring on the camera
No exposure metering and a WEston MkV was way outsie the money, so a cheepo one from dixons.. took me a year or two to get the hang of it, that is why a lot of the pics were under exposed,
Graduated !!!! to a praktica Super TL (oh yes!!)when my mate and i did wedding photography, back the it really was a money spinner. He had a Mamiya TLR for the group shots i did the close ups and casual shots. Basck to he house where gthe spare room was set up and then ghot the proofs back during the early evening and took the orders. Sunday was doing gthe printing and packing and all in the post Monday morning to the guests. Bride and groom took their pic of the prints and we got the album made up. Eric Fishwick of St Helens was the go to place, and during the postal strike of 1971, drove up from London to get the order sorted

We gave up for two reasons Instamatics and colour, The instamatics did it for us with more behind us taking pictures than in the groups pics and the cost of setting up a good colour kit wasnt worth the expense for what was becoming a bit of a shrinking market for thr 'on the night ' purchases
Fun while it lasted though!!
Back to the negs All home developed and file in a booklet. not used them since 1973 and before that only a couple of times to do some enlarging,so havent a clue on how the scratches got on there, but total disregard for them in 5 house moves over 60 years looks like it has taken its toll.

One, and it is always the one you really want to print for a mate, has a blemish right over his right hand. Looks like i will have to do a lot of photoshopping to get a decent hand back!!
If you want to see what i am having to deal with with quite willing to pm you a file.

Still there is nothing like going in at the deep end is there? lol
