Identify this part - Vintage Kodak Camera

Looking to sell my father in law's old camera. I know it's not worth a lot, but we can't bring ourselves to just throw it away. It's an old Kodak 66 Bellows camera.
I want to do an accurate listing with some half decent photos, but can't identify the separate metal piece on the right of the photo. It slots into the top of the camera and appears to have some sort of range dial? It has its own separate leather holster which fits into the strap.
Any pointers welcome. Thanks in advance.
