Well they're a lot of fun but.. they fill the place with smoke!
How can I get the smoke stratified below chest level so that faces are clear or the alternative even?
I've tried a fan but its about as controllable as the smoke!
I don't want to use PS as it is/should be quicker to get it right in the camera.

Yeah - you'll never get that effect with a smoke machine. Dry Ice will get you what you need but the issue you face here is that the effect may be too low and/or too opaque.

How about trying a long exposure and a fluttering net curtain?

OK I might try the fluttering curtain, but it ain't going to be easy. I'm using multiple flash, and then a 2 second exposure to capture some candles which should burn straight. A fluttering curtain will not help with the candles! I might have to end up doing a double exposure. Thanks for the idea.

I've used fog machines that pass the fog over a chamber of ice cubes, to cool the fog which makes it hang rather than rise:
