Creating interactive title menus for videos

Does anyone know if there is any software to create a DVD style title screen at the beginning of a video with the option to click on various chapters? I have tried Google but everything is geared towards burning DVDs

I think I might be able to use the DVD software but still provide the file on a memory stick or email but the viewer will just need to open it with DVD viewing software. However this seems a bit dated and I was hoping to do it simply through a movie program, one which will be already installed on a general PC
