Is there a Value for Money Photoshop type prog?

Having not used one for years so am a bit out of the loop as to what is out there
What i need it to do is something like my old MGI photosuite that doesn't want to Play on Win 10
Stitch 'panorama type photos
Cropping
Reasonable editing to give some life back to over/under exposed slides etc
Getting rid of cracks and tears on old pics
Easy(ish) to use
Looking on Fleabay not sure what is what, with prices running from 0.99p to HOW MUCH?
What is out there for about £ 50.00 or so and would it tick all of the boxes?

Serif Affinity photo editing software costs £48.99 so just within budget. Is available for use on Windows, macOS and iOS platforms.

I've used Affinity from beta. Excellent programme. I was considering updating my Photoshop to the monthly method, but Affinitiy does everything PS does, so much more than I need. https://affinity.serif.com/en-gb/

I paid £29, presumably because I ran with the beta.
Serif are targeting their software to pro and semi pro users. Their latest DTP programme, Affinity Publisher, is in beta and equally good, although there are still a few bugs to eliminate.
If you don't need all the bells and whistles, Serif PhotoPlus X is still available. I still use it despite having Affinity Photo.

I am not a power user, but it does everything I need it to which is mainly taking photos and editing them for the Web.
It doesn't have the advanced features of Photoshop, like the ability to record actions, but there are lots of help guides and tutorials and plenty of third party plugins.

If you do a lot of panoramic work then hugin is excellent. http://hugin.sourceforge.net
