Try this.
Put a path around just the back end of the car. Save the path.
Copy and "paste in place" that rear section.
Apply motion blur as desired.
Then re make the selction from the path you made and apply that to a layer mask on the blurred layer.
You get this.
If you want to spin the wheels as well, cut them out individually onto separate layers, transform them individually to get them back to almost circular, then apply the radial blur and then re transform them back to eliptical to fit the car.

ETA, sorry, didn't realise your background was static as well.
The solution is closer in that case to what Rob has said.

I got this far.
Pretty much as Rob has done with the entire car on a layer with the background blurred.
Then use the clone tool to eliminate the forward blur. Layer masks to show the background blur layer through the open windows and wheels spun individually.
I'll try to PM you the PSD rather than go into a long list here.

New layer from background: Blur > Motion Blur > -10º & 30px
New layer from background: Blur > Motion Blur > -10º & 150px
Mask out the car one layer at a time using the same technique of eraser and large, soft-edged brush strokes (I do 90% of my layer blending like this rather than any selection tool)
A better result than this would be easier with a bigger original and a bit more attention to detail on my part. If the original is a different size you might need to adjust the blur strength.

That's brilliant, you are an absolute master at Photoshop! Do you do any work professionally or is it just a hobby? There's always great contributions from you on the other threads. Pretty much as Rob has done with the entire car on a layer with the background blurred.

You're very kind, thank you.Used to do it "properly", now I manage our studio of retouchers who are vastly better than I am, but every now and then I'll give it a go.
