How do you get this effect on photos?

Does anyone know how to get this airbrush-like effect on photos? I have PhotoShop CS5.5 and I've tried some of the filters but I'm not seeing the same result yet...

Looks to me like someone scored a "Dave Hill" style plugin moreso than a standard HDR plugin and just can't put it down...

another question might be... what would you ever want that effect on your photos? Those look fooking gash. Unless of course the aim was to make your subject look like they just crawled through 500 yards of s

But if you want to know it looks to me like HDR/Tone mapping. This is what happens when people don't know how to use things like Photomatix or dont know when to stop playing with sliders in DPHDR.
