Photoshop help required

Hi

I'm hoping someone can help or point me in the right direction.

The brother of a good friend of mine died when he was 15. My friend would like to give her mother a picture of her brother and mother together. The only problem is there aren't any!
All she does have are some rather old pictures of them on their own.

I'm hoping that someone can take the images and merge them into one so it looks like they're together.

Is this possible using a jpeg and is it possible to enhance what are, in fairness, rather grainy pictures?

Happy to pay, make donation to charity, promise to be good, etc as I'd like a professional finish (as opposed to the ones of the girl shopped onto the traintracks!).
