Why are games on demand cash and not points purchases...

I got 2100 in a deal when i bought Halo Reach (brilliant game, thats being neglected because of f1 2010 - which im starting to get annoyed with already)
Every game i want on games on demand is cash purchase, i dont understand the logic, many people dont have cards they can pay on, it makes sense for them all to be points surely...
This and i notice all the xbox originals are points purchases, i want to buy either a fighting game or strategy but may have to settle for Sonic or zombie game on arcade.
