It would have to be Tommy Vercetti from Grand Theft Auto Vice City.

He lives in a mansion (end of the missions) with a helecopter on the roof, he has pads to crash all over the city including a night club, strip club, a garage (nice cars), a cab firm (handy for lifts). He can own any car in the city as long as he does not get caught and puts it into a garage asap.

Speeding is not illegal, he does not have to work, he can fly a plane & helecopter, drive a car, truck, bike or boat.
