I bought a PAL game recently in the UAE - works fine on my UK Xbox, but says this on the back cover.

Why?

Is it to stop cheap gray imports?

Probably for tax reasons.

distribution agreements?

Probably the distribution rights for the middle east are signed up with a different business to the uk rights. I would guess that the explicity say UK because not many countries are PAL.
