Ok so I've finally accepted that I have absolutely no idea how to tune cars. I've read online guides, fiddled, got confused, and given up.
So now I'm cheating, by which I mean I'm downloading other people's from the scoreboards. What's got me though is that after installing all the necessary upgrades, my car class doesn't always (actually, hardly ever) match the car I've taken the tune from - the worst is the Renault 5 C tune, which should apparently be C550 but after everything asked for by the tune is only C537.
What gives?

There are lots of variations in parts to meet the performance index.
You will probably find handling upgrades are sacrificed for power upgrades. Also, tunes are very specific to way the person drives. ie. its not so much how good the tune is, but which one of the many out there that fits YOUR drivng style.
Unless you have mates that are prepared to gift you top tuned cars all the time, you will have to buy the top ones from the tuning garages and just try them out. Bear in mind though I have bought cars for say 250k from the AH and I couldnt get anywhere near the times I set with my own basic tune, and I am no expert.

So it turns out that the list of parts it tells you are needed doesn't include rim style - and this (weight) affects your car class. So now I've worked out how to replicate the tune, as Jackal says I just need to find some that suit me. I still got my arse handed to me online last night so I reckon there's some way to go yet
