Possibly, but Forza nd PGR have had the license for ages, Polyphony finaly woke up and realised we needed the Italians!!!

Hopefuly they will get the sound right.

Can't see the clip but if it's a racing car, could PD just have licenced the racing car from the team running it just for the Japanese market, like they did with the Japaneese version of GT4, which contained a Lambo race car?

No it's not a racing car and even if it was I rather drive the street car than the racing version.
