Is this a good machine or not?

My son is wanting to be able to play City Skylines 2 when it comes out, he loves the first version. He reckons his creaking gaming laptop won't be up to the job, so I'm toying with the idea of buying a gaming machine theoretically for me (will use if for a bit of photography manipulation too perhaps) which I'll generously let him use more than me.
Is this system up to the job? Bedrock seem to think it is, but I just worry it is possibly too cheap?

I kind of thought that was probably the case. Can you suggest a suitable PC? Budget isn't an issue but I don't want to buy something that's way better than required.

Yes he is pretty lucky, but I like video games almost as much as he does. I'm always on the PS5 at night playing Fortnite.....
I used to love strategy games as a kid, just don't really have time for them anymore. Civ and football manager hoovered up hours of my spare time. I just don't have spare time anymore!

If it's CPU-bound like City Skylines, then the CPU will be the priority over the GPU.
The CPU minimum/recommended requirement will also depend on what resolution you plan to play at...as it's not clear if those system requirements are for 1080p, 1440p or 4k systems.
If budget is not a concern, then something with a 13700K or 7800x3D will be perfect...and a 6800/6800XT GPU.
If there are going to be lots of mods running, then 32GB RAM may be about the minimum I'd recommend...but as long as you get 2x16GB sticks, you will have 2 slots free if you need to add another 26GB.
