I think you have to complete the lot, not sure though...

Time attack on complex string is a right bastard...

You have to win all the races in Arcade mode on the expert level - which is still dead easy. When you win the first five, five more appear in Arcade. After about 35 races you'll have access to all of them in arcade mode - including the Special Stage Route 5 'wet' tracks, which are great.

Don't think you can ever do a proper race against other cars on Complex String, but you can do the Free Run.
