Either that's some sort of cheat, or bullshit.
Fastest ever was the Toyota GT1 race car, hit 487kph iirc.
It's not really a cheat, more of a glitch I suppose. Do this at the test course (the massive oval one) and you will pull a wheelie and then accelerate hugely

I'll try and take a screeny next time I'm at my mates (his PS2 we did it on).
I tryed slipstreaming two Toyota GT1's once. In the last couple of milliseconds before the corner the speed was so high. And then the two cars kind of went through the track and into the glitch world of nothingness. So I had to restart it.
