It's Fallout, so will sell like hot cakes.

I must be getting old though because I think I'm done with the whole "needs 80 mods just to make it look and behave properly" thing. My expectations are too high for base products nowadays, especially as I did myself gaming on consoles more often then not.

By some margin. A self built PC to match the consoles would be at least twice the price. A shop bought one would be more than that again.

PC for me though. I already have a lot invested in mine.

It's up for pre-purchase on Steam. I think that has to mean it's coming out this year. £49.99 though - no thanks.

Actually I don't think that is true, there are a fair few articles on the subject too. If you also factor in Steam Sales, Xbox Live/PSN subscriptions, owning a PC can be cheaper.
