I think Nick is simply referring to the improved suspension, stiffness and aerodynamics (particularly downforce) that are part of the Sagaris package. Combined with the wider track and fatter tyres this should make the Sagaris much quicker than a Tuscan S round a track, though I'm sure some would argue about the interpretation of the word 'handling', e.g. delicacy and adjustability versus outright grip, though I don't think the Tuscan S is famed for delicacy or adjustability!
