Mustang engine 96-98

Have posted in the General section as well, but can anyone recommend someone (preferably in NW England but will phone anywhere!) who is familiar with the '96-98 Mustang Cobra engine? It's in a Marcos Mantis with stock Ford ECU. I'm getting 12 mpg

Any recommendations VERY MUCH appreciated.

I have one specific question already however - any idea how to verify if the engine is running on full choke all the time? I had an issue a year or two back where the fan wasn't starting, & replacing the sensor did not fix it, so the ECU was bypassed & the inline switch used instead. In hindsight, am wondering if the ECU therefore thinks the engine is permanently cold? Does that sounds like a valid theory?

Nowhere near the NW but Trevor at Surrey Mustangs deals with Mustangs and also has some very tasty classic stuff like a Sunbeam Tiger so he may be your man and may travel but is great for advice.
