Not necessarily. ECUs actually rarely fail despite what you hear, so it's worth looking at the connections (especially power and ground) and make sure that some good intentioned auto electrician hasn't wired a CD player into it.
The ECU may be really damaged though if it's got wet or has become physically damaged etc.
The fault code you see might have a bit less detail in it compared with what a Vx dealer might be able to see - but you know what the cost will be for that.
It's worth investigating before you remove it. Don't forget that you'll fail an MOT if the ABS warning light is on all the time.
