Combo Van 1.7 TDI Very low power problem

I have got a 2003 combo van it has the 1.7 litre turbo diesel engine the engine code is Y17TDL.
The problem i have got it is really lacking power, i am getting no error codes from the ECU at all and there is no smake coming from the exhaust.
So far i have changed the Mass Air Flow, The boost sensor and the vacume pipes and i habe also has the turbo off and it appears to be perfect conditon for a 70k van.
Can anyone else give me any ideas to what else it could be?

My mum has a similar fault with her 1998 Astra 1.7td. Its very sluggish, gets up to 70mph very slowly and struggles to maintain the speed going up slight hills. My mum doesn't drive on motorways, so it doesn't bother her, but I would rather it be right. I know a guy at work who has the same fault with an Astra of similar age.
I had a 1998 2.0 SOHC 16v Astra TD which suddenly got very sluggish as well. The rev counter also stopped working, so I decided to replace the crank position sensor and it solved the problem. The older engines still have mechanical distribution pumps, but with electronically controled fuel timing, so it still ran, but very poorly. However this isn't the problem with my mums car.
Has yours got a rev counter? If it has and its still working then I guess it wouldn't be the crank position sensor.
Would be interested to know what the problem is when you find it.
