Service light on a 04 Vectra?...whats this mean?

Well I read the handbook on the car because this 
kept coming on despite no blown bulbs being found.
While reading it it said something like if this
comes up when you start the car you need a service NOW! If you had some time before service it would show the miles left at the bottom. And it does come on when I start the car(also when I turn the car off). The service desk at the local dealer says (based on my description) "Nah thats just the engine management light so long as it go's off your ok, it's 20,000 mile service intervals"
Is the handbook or the dealer right?
