vectra sri "body now live"

any body out there know a solution to this problem.
i locked a customers "x" reg vectra sri and the horn and indicator lights came on, (indicators on permanently,not flashing) i unlocked the car but all still on, also half the dash warning lights on but the key still in my hand,we disconnected the battery. further investigation has shown that when the battery is re-connected the whole body of the car becomes "live" any ideas would be much appreciated.

Read something similar along the lines of the "total closure" mod (for the remote fob) under the passenger kick panel two wires can be connected which can cause this I think? Could be something else but thought I would mention as I read it last night.
