It will only hold about 5 liters of coolant including the heater.
There'll always be some residual coolant left in the block or heater matrix when you've drained it down. So I wouldn't be too concerned about only getting 4 liters back in.
I drain, and replace the coolant on my Boss's boat engines every two years, they're 27 liter V16's, about 120 liters of coolant each. I can never get in what the book says.
If the hoses are warm, the top one is hotter than the bottom one, and the fan is kicking in and out, you've warm air coming from the heater, then I can't see what the problem is.
What's the air temperature over there at the moment?
I know some folks have to block half the radiator off in the winter.

I don't know it this is relevant to your setup, but I couldn't get my standard radiator to stop filling with air after moving the the water rail (roller barrel upgrade). In the end I made a 'auto bleed' return which cured the problem completely.
Edit: I should say this will only work on the Duratec, or an engine with the thermostat on the return side!
