Anyone know of any partially built caterham 7's that need finishing off? Looking for around the 10K mark

Doesn't happen often with Caterhams as the kits only take 70-80 hours to complete. Also the level of completion mean that the kits are unlikely to come down that low in price.

You may find someone who has purchased a starter kit and has bits missing and wants to sell. In my experience this is is exceptionally rare!

I've had a couple of people offer me rolling chassis - but at prices that don't make it worthwhile buying them, even for the cheapest crossflow type project, let alone the BEC route, which is the reason most people nowadays want to buy a rolling chassis. Better off paying £5k for a 1600 live axle 4 speed - they do come up every once in a while....

Is it definately a Caterham you want, or would you consider this:

I used to have a Striker they are great and if you have that sort of budget you could put whatever engine in you wanted.
