Surely any US compliant engine (bear in mind California is super-clean) will meet European requirements?
Doesn't work the other way though as many European petrol engines aren't clean enough for USA; hence Lotus' enthusiasm for Toyota power. It's different again for diesels because USA has very tight emissions regs and manufacturers have to add additional exhaust cleaning despite the already high European standards - for instance the Mercedes Bluetec system.
