Letter from the to have upto date photocard with my D/L it's now every 10 years which is ok, But I have to pay them £17.50 plus £4.00 for a passport photo and use my own stamps to sent it to them!!

You have to remember that in this neo-communist country, luxuries like driving are not a right but a privilege,and if you must indulge in such luxuries you should pay for all the attendant rules and regulations.
These rules and regulations would not be needed if you were not so decadent and they come at a cost.
Therefore,in the Government's wisdom ,you should pay to be regulated.
