Replacing front bumper on a 76

Has anybody replaced their poly front bumper for a fibreglass one. Took the old bumper off, well it just about fell off, and there is a rusty band running along the top that attaches to the fibreglass, also a thin rusty band across the bottom. Do I have to remove these and anything else before I fit the new bumper I've bought. Any info, pictures, diagrams etc. blow by blow details would be greatly appreciated.
