I think that must be why the United States embassy, which is about 6" inside the Congestion Zone, refuses to pay the newt-fancier's daily charges. "Chiselling little crook" was IRRC red Ken's description of the ambassador.....

Google reveals what Ken said was: "It would actually be quite nice if the American ambassador in Britain could pay the charge that everybody else is paying and not actually try and skive out of it like some chiselling little crook."
