M6 toll road

Does any one know the definitive answer?
The M6 toll road was, as far as I am aware, built as a private venture and is also run as one. Does this mean that the road is a private road?
If it is a private road, can a speed limit be imposed on it?
I have travelled it a couple of times and have never noticed ant sign to show any imposition of any speed limit, can we have fun here legally?

- As with other UK motorways, the national speed limit applies and although the route is free flowing, it is imperative that drivers adhere to road safety legislation and guidelines.
- We have regular police patrols along the motorway and anyone caught speeding will be prosecuted.

Seems they are catching people on there so there probably some rule somewhere that its a private road but they can limit it if they like or some jazz.
