Thats an old video, been on TV quite a bit. The driver was dangerous and had out-run the police but had previously had both driver-side tyres shot. Thats why it lets go when he loads up that side of the car. He wasn't wearing his seat belt and was thrown clear - I wonder how he would have done if he was wearing his seatbelt.
