I've not read the IVA manual for a while, but I expect you would be able to get a C7ZR1 through with just the usual mods.
The compliance issue is to do with the normal certification that manufacturers would have to comply with, not the approval that individuals need to comply with.
Edited to add - 4deg downward vision angle is going to be the tricky one with the raised bonnet. I didn't realise this applied to IVA. You would need to seek adivce from an IVA tester on this, as I suspect it would still be possible.

Andrew, there's a link on the 'Classic Corvette Club' Facebook page of an orange ZR1 that you mentioned in 'ship my car's warehouse in Milton Keynes'.
Apparently, it's the 1st in the UK, so you might want to contact them to see if/how it's been IVA'd.

Hi. Glad to hear you're pursuing the ZR1 - if you get one, then I want to see it.!
I have only had my Corvette C7 GS for a couple of months, so not had any maintenance.
I bought it from Ian Allan in Berkshire and I will definitely be going back for servicing etc.

Just thought I'd update this thread by saying that I saw the ZR1 that I linked to above, driving out of Oxford today. I obviously heard it first, then saw it briefly in the distance.
I am sure it was the same one, as it was a convertible, orange C7 ZR1. There can't be more than 1 in the UK...!
