I am getting increasingly sick and tired of these continual threats on motorists from the government.
Everyone who has even the remotest interest in driving is aware that while speed is a factor in all RTA's (for it not to be your vehicle needs to be standing still), you can also argue that road surface quality and insufficient grip are also a major factor in a high percentage (but where is the revenue in that?).
The recent case of a guy who was convicted having being involved in an accident whilst traveling at the speed limit, highlights the fact that we should all be intelligent enough to work out how fast we should go, not be told by some local councilors. 15-20mph may be appropriate outside a school at 15:30 but 35-40 maybe more sensible at 21:30 (its not rocket science).
If there are drivers out there who are as incompetent as the government believes, then driver training and awareness should take a higher precedence. NOT HIGHER FINES AND MORE POINTS!!!!!!!!!

Having read through part of this document... This is exactly what I mean!!!!!
I agree with a number of points outlined, but it is obvious that whoever put it together, hardly ever drives a car outside the city, or has a personal driver who can be blamed for any indiscretions.
Improved driver standards are required, but you are not going to improve the standard of the 'average' driver by banning everyone who travels at 80mph on the motorway!!! Its the bimbling tossers that drive at 65mph in a 70 limit that run over all the children and drive up the wrong side of dual carriageways!!!!
I will be writing a letter to my MP, but I think I'd better calm down first.
