14 Day NIP rule

Just a few questions about the 14day nip rule....
Does the NIP have to reach the registered owner of the vehicle within 14 days or does it just have to be sent from the police within 14 days??
Whats the deal if car is a lease or rental vehicle and the owner of the car takes say 2 weeks to reply to the first nip it could be a month before it gets to the driver. Is there any time limits on this??

Hey there, just had my first NIP, 43 in a 30 by a mini gatso. Trouble like your query, I am unsure whether the NIP is valid. It is from 27th June 2001 and the NIP is dated 28th Aug 2001. As this was sent to my company due to this being my bosses car, does this mean that the NIP is void, or is it when they find out the driver (me) they will reissue the NIP? If they do is it still valid?
I was pulled on 20 August (88 in a 60
limit). I was given a ticket to produce my driving license and insurance documents at a police station within 7 days. The plod on duty at the station told me that I should hear within 14 days if any further action is to be taken.
Nothing so far. Does that mean that they will not proceed? Any ideas
