Tfl fine for being caught in bus lane

Friend was just served with a fine for 40/80 quid for being in a bus lane when he shouldn't have been. Date of the offense was 8/11/02, they issued the fine on the 23/11/02.
Does this fall into the failing to serve notice within two weeks job, or is that only for police NIPs? (This is a PCN - Penaly Charge Notification).

All PCNs are to be issued within 14 days of the contravention. The PCN ‘is deemed to be served’ when posted using first class post.

Found this, so they missed it by one day right? Or do they get to factor out weekends etc?
I've had a couple of those. If he challenges it, it automatically doubles since he won't be within the 14 day discount period. Both of mine were a fair cop so I just paid up.

Well fair play to TFL, the enforcement of bus lane regulations has led to better throughput for buses and now TFL has started experiments to allow motorbikes to use certain bus lanes.
The A23 bus lane between the Oval and Streatham Common is open to Motorbikes now and it's made a big difference to safety and journey times.
Saying all that, I have collected lots of tickets for riding my bike in bus lanes, I did get off of one ticket by claiming "I swerved into the bus lane in order to avoid an accident, and was waiting for a safe oportunity to rejoin the main part of the road..."

As an aside, has anyone seen how angry cabbies get when you stray into a bus lane? I accidentally got stuck in the one in front of the Houses of Parliament - I thought the road-captain cab driver in front was going to take off with the amount of arm-waving going on. Smiled at him, waved back and watched him become purple and apoplectic with rage...
