Has anybody been caught by a faulty speed camera?

I approached one today knowing its location and driving at the correct speed of 30 mph. As I approached the camera, not yet in range of the markings it flashed, the only thing in sight was me and a women walking on the foot path.
I decided to turn around and take a look at what caused the camera to operate, as I approached behind the camera some 400 yrds before it flashed on four occasions. This time the only thing in sight was a window cleaner crossing the road with his ladder.

Question: Has anybody experienced a situation with a faulty camera and should I report this? and if so who do I report it to and will it get me anywhere?

Camera in question is on Victoria Lane in Blackley Manchester.

Most logical suggestion I can think of is that it is a just a dummy flash unit.

They are not as well calibrated as the official units as all they have to do is flash at you to scare you.

I have no evidence to back this up on but its what I have heard on a lot of forums!

I've experienced this a lot.. most frequently broken used to be the ones on the A316 between the A4 and Twickenham.

Never been ticketed as a result. Must conclude that the trigger mechanism has packed up or the radar has fallen out of calibration.. and I also conclude that it wastes their film and it might be days before they discover and correct the malfunction

Report it? Surely not...

Had this happen to me twice, never saw any tickets.
Camera at the foot of the M4 elevated section was going off at under 40 mph for a few days - so everyone was getting flashed. Bl**dy annoying 'cos before it was fixed everyone was going through at 30!
Other one was a red light camera near the Imperial War Museum. When the lights went red it just kept flashing.
Presume they both ran out of film pretty quick but I saw no tickets.

I got zapped on the A1, doing about 60 in a 70 zone. No ticket appeared (this was years ago).
