If there are 10 million speeding offences a year, then we can immediately conclude that most of those offenders haven't done anything too terrible as most of them still seem to be living a breathing come the end of the year.

And if a law is widely broken by aotherwise sensible law-abiding citizens, then in a democracy you do in fact take a look at the law and ask if it is sensible.

Words like narrow-minded flat footed twat spring to mind...
