There is a Retail Park where our drivers make multiple deliveries per week, sometimes on the same day. The entrance/exit to the Retail Park is monitored by ANPR and, if it thinks you stayed for more than the permitted 3 hours, it issues you with a PCN.

We've recently received 3 separate PCNs. for staying 4 hours, 5 hours and 22 hours. There is absolutely no reason for our drivers to stay there and the vans are tracked by GPS/dashcams so we know they didn't infringe any parking rules.

We've submitted appeals via their website but I'd rather not be doing this on a constant basis. Also I've no doubt that other drivers will be being issued PCNs as well. is there anything I can do to give Premier Park a kick up the arse and fix their shonky system?

Nope, you will either have to appeal each one, or ignore them and either nothing will happen or they will take you to Court where you will be able to defend yourself.

I had an issue with Lidl/Athena where I had to legitimately cross their land to access industrial units and ended up with 18 PCNs. Athena claimed their ANPR system was robust. Being pished off I contacted my MP who took up my case and was incredulous at how dismissive and arrogant Lidl/Athena were. I sent them a LBA stating that I would seek an injunction against Lidl as the principal and Athena as their agent for harassment and that worked and they cancelled all 18 PCNs as "a gesture of goodwill". Farcical.

I firmly believe that there should be a change in the law in that if you get a PCN, appeal and it is cancelled, you should be paid whatever the scumbag parking company wants to charge you.

The parking companies have a "Code of Practice" that they agree to conform to.
Based on the number of questionable cases it is not up to standard and needs upgrading to force better conforming by these companies. We repeatedly see less than satisfactory actions without a legal requirement to nail down procedures/equipment etc..
One common factor is poor ANPR monitoring and errors in their systems. These need upgrading to a better standard as with speed cameras. Yes, there is currently a problem with a few Smart Motorway convictions but that has been recognised and under repair.
The PCN charging is not a fine but a contractual system yet it opens the door to significant revenue generation in civil legislation.
It is long overdue to remove the sector Code of Practice and self policing and replace it with a proper MUST comply standard.

I kept getting ULEZ charges from the same camera in London, see link below. I hadn’t been in London on those days. I wrote to TFL pointing out that this was an ongoing problem with their system equipment so charges or fines would be paid and no further correspondence would be made.

They wrote back saying that they’d dealt with the problem and I haven’t received any charges since. I’d do similar in your situation.
