Was at a seminar in Bournemouth a few weeks ago. Paid £7 for 12 hours parking. Got a brown envelope through from "civil enforcement limited" (initially thought....balls...speeding ticket!). Opened it up to a parking charge notice. £60 if I pay within 14 days, or £100 if later. The day was 21st September.

Obviously, I have since thrown the ticket away, but fortunately I paid by bank card. I have gone online to appeal and submitted a small screenshot from my bank statement of 23rd September for £7 with "CEL payment machine London GB". I'm pretty confident that will be enough evidence, but what if they try to argue that? I looked on the website for the place that hosted the seminar and it just mentions you need to pay for parking.

Are these PCNs enforceable, anyway?

Reasons they might try to enforce even with payment-

Incorrect reg plate inputted into machine
Overstaying time paid (ANPR doesn’t always register correctly)
Not parked in bays correctly
Paper ticket (if used) not displayed / visible.

Reg was definitely correct, and I'd request evidence of this.

The time on the ANPR was under 8 hours, the payment was for 12 hours.

Definitely within the bays.

Ticket was definitely displayed correctly (again, I'd request proof if they argued this).

I did, but likewise, I am not guilty and have nothing to hide. Why might this be an issue? To appeal you had to either say you were or weren't the driver.

I should add, someone else I know was also at the seminar and they got one of these through today, too!

I wonder if they just hope people paid by cash and threw their tickets away....?!

It's worth pointing out the sign said parking for permit holders only OR pay.....the latter I did, according to the fee as highlighted in the link given above. It even says there "all non-residents must pay....". I paid. I can't see why I've got this ticket, truly!

They should really give you more details "in accordance with terms displayed" could be any of them.

Anyway, you have appealed, see what happens.

Remember that these appeals do get upheld when a mistake is made. I had one a few months ago and the appeal was upheld and an apologie was received.

Anyway, you have appealed, see what happens.

Remember that these appeals do get upheld when a mistake is made. I had one a few months ago and the appeal was upheld and an apologie was received.
The person who ran the seminar also got a ticket and his says exactly the same as mine. Seems a bit suspicious. They say they'll respond within 28 days, hopefully I'll hear back sooner.

Can you go on Google maps & get a screenshot of the signage at the pay station if it is visible from the street view?

Best I could get, and it's out of date as the price for 12 hours is showing as £6.



I may phone the place up and ask if a member of staff would kindly photograph it for me.

I've spoken to a friend who's a lawyer and he basically said "they'll have to sue you for it, and no judge will disbelieve you if you have that charge on your bank statement".

Edit - I have just phoned reception, who have emailed me this, it's not great quality but it is legible, and it affirms my knowledge I have done nothing wrong.



The receptionist seemed to suggest that this is actually a fairly common issue (judging by the tone of her voice) and gave me an email address to contact regards to parking and said that they would help me out smile

I don't think I have anything to worry about, but it is extra hassle I could do without.

i was thinking along the lines of its based on a 24 hr day if it goes into the next day you need to re pay ( ie 11.59 - 12.01 ) but dose not look that way

im more writing here to say how the hell can they send you that image in such low quality its a joke

Yeah it's very poor quality, but it is at least legible. I was spotted entering the property at 9:05am and left at 16:57pm so all in the same day. If they argue "you didn't pay for parking until 9:20am" then my counter argument is this:

"I got out of the car and spent 5+ minutes reading the sign near my car which outlined the parking rules. After this I tried to download the parking app. This proved to take some considerable time and after spending 10 minutes faffing about I could not get it to work. I had forgotten my wallet so was wondering how I was going to pay. I then remembered I store my bank card details using my app "bitwarden" so I used this to enter my card details onto google wallet. This took me about 20 minutes in total. Once I had done this I was then able to pay for parking."

That should be irrelevant given the fact I paid for 12 hours parking, anyway.
