Had a notice of appeal rejection through the post, from Lewisham. again.
Background info, was working in Lee, 2 weeks prior, no issue. Street is bays for resident permit holders only, or visitor permits. It’s only a resident/homeowner who can apply/purchase. No issue previous couple of weeks previous, as online permits purchased, these are not physical, just virtual.

Day in question, the homeowner said they are in but have visiting hairdresser for couple hours, so otherwise engaged for hour or 2 - as they also had a newborn….

I’ve seen 2 wardens approach from an adjacent street where I’m parked 2 doors away from house unloading a ton of gravel from my truck, in tubs, through a house. Operative cannot see number plate as tailgate down, vehicles parked in front and behind me.
They reach opposite side of street, walk away then 10/15 mins later come back down my side of street and were prepared to walk past whilst I was still unloading, when I asked them out of curiosity to check my permit, as they have the hand held reading device.

One of them held device, checked the plate and said he couldn’t see a permit activated and started to walk away. I said to the second warden, give me a minute and I’ll check with the homeowner. Literally 30 seconds whilst am standing in doorway, called the homeowner and come back out and he’s issued a ticket.
This is exactly what I’ve put in my appeal, but it’s been rejected, citing its down to driver to check, make sure and provide permit or voucher, even though it’s something I cannot personally do as a non resident, but entitled to work.

Now, they’ve said I can pay the full amount of £130, I can’t pay the reduced amount of £65, I think because it’s after an i rial 14 day reduced rate period.
To complicate matters, and this is Lewisham issue, I tried to appeal this twice within the 14 day period, on both occasions taking around 20/40 mins to enter all PCN details, my details, photos, and of course worded description of appeal. On both occasions, on seperate days, the last page after pressing submit comes up with s notice saying issue with website, please try again.
I’ve screenshot both of these.

Have i grounds to appeal this further to the adjudicator to pay this at the reduced rate, when I appeal the original decision?

Utter nonsense how they make it such hard work that you can’t phone someone up and have a reasonable conversation with some who can understand what’s being explained, or can can actually give you an answer…

Terribly, terribly frustrating behaviour, and I do feel strongly about the entire incident, the way they “bully” or “harass” for payment without providing any real customer service support for monies they are requesting….

You talked to or otherwise engaged with a council employee !!! , they are not out to help you or be friendly . Sorry you are unlikely to win this

The irony is if you had carried on unloading the gravel you should have been OK without a permit, once you stopped you lined yourself up for a fall.
