Was it one of those areas where they tell you that Speed has been reduced to improve air quality? if so then the reason is irrelevant, you were still speeding.

There's been an environmental element to speed limits for some time, and a safety one for longer. So it's always been a moral question, but in any case it's just a speed limit like anywhere else.
That section is also pretty clearly signposted as a 50mph average speed camera zone, set up because it goes through a built up area and people driving diesels fast when it was nsl created lots of air pollution there. Nothing to do with the Welsh government and 20mph zones. There's a few similar zones I know about in Stockport and near Sheffield and probably more I don't. Once most of the diesels are gone and the air improves they'll be reviewed, iirc the Stockport one already is being.

I got nicked many years ago where the A55 goes through Colwyn Bay and drops to 50. Its the average speed cameras they setup to force people to drive at 50 mph. They put these up using the excuse of environmental issues. Apparently 50 mph causes less pollution. As far as i know this has not yet been proven. There is one of these 50 mph stretches on the A483 at Wrecsam (Wrexham)

At least average cameras make more sense than one off in that they reduce the speed of traffic rather than the brake and go around others. This is why they call then air quality cameras.

The police enforce laws, that IS their remit. The legislators and local authorities put the speed on that section as signed. The reason is irrelevant. The NIP is issued by North Wales Police and it clearly states it was an air quality camera.

That 50 limit is because there are many roads that join the A55 from built up areas. Being older roads, these slip roads have poor visibility and are short, that’s why they are 50.
