NIP Not Arrived???

I received a letter last week stating that I had not replied to the police following an earlier NIP. I had not received an NIP so phoned the ticket office and they have sent me a copy. My question is, although the police sent the origonal NIP out on time I did not receive it within the alloted two week period, does this make it void. I understand that in law it is irelevant when something is sent, it only matters when it is received which is why inportant things are sent by recorded delivery. All advice appreciated.

ISTR that they have 14 days from the date of the alleged offence to issue the NIP (ie producing it and putting it in the post) - so they're in the clear. You, unfortunately, are not.
ISTM that NIPs are rarely sent registered or any such signature requiring method - apparently, according to law (case or otherwise), a letter is deemed delivered if it's put in a post box with an appropriate stamp on it - guaranteed delivery. Oddly though, I've yet to hear of someone point out in court how many millions of letters are lost by the Royal Mail each week. We went through a stage whilst living in London where 50% of our mail never arrived. Made selling up and getting the hell out of there rather more testing, I can tell you!
