what invalidates a PCN?

I got a PCN for parking on a yellow line on a Sunday morning at 11am

The council's own CPZ (controlled parking zone) map says single yellows are:

Single Yellow Lines
Active 8am - 6.30pm Mon - Sat

So should be an easy challenge which I have submitted.

The warden has not bothered to photograph any signs to support my alleged contravention. They have just shown my car parked on a yellow line from various angles and the PCN stuck to my windscreen.

Question is, do they need to show a picture of the sign? And should I escalate this to someone senior given a lot of people would just pay the PCN rather than confirm they were in fact fine to park on the spot where they were given the PCN?

Just follow up the appeals procedure, with evidence.

No Need to escalate to someone more senior people do make mistakes

I am not convinced it is a mistake because there are two errors in sequence.

Wardens know the rules. Warden has issued a ticket and then has not photographed the sign because it would show them to be in the wrong.

I was going to pay because the residents bays on the street are controlled 0800 to midnight seven days. Which made me think that's why it was not okay to park on the single yellow. There are also pay and display bays on the same street that are controlled 0800-1830 Mon to Sat. The CPZ map on the council website supports all this.

I got caught years ago in Greenwich on a single yellow on a Sunday. My appeal was denied as there is apparently a sign when you enter the borough explaining that single yellows apply every day.

seems harsh

fortunately for me, the council's website supports my challenge very nicely. Which just makes me think the warden is on some sort of bonus scheme and issues tickets they know to be incorrectly issued with the hope punters will just roll over and pay.

No, but did the signage where you parked give the same times as the website? The answer to this will determine whether you should pay up or appeal.

I have appealed anyway because they are clearly in the wrong.

I don't think there was any signage re yellow lines. I could see the pay and display and residents permit restrictions and have checked street view which shows the P&D and residents signs but no yellow line sign.

I agree, very harsh. The idea that people would pull over on entering the borough to read a small sign about parking rather than just look for signs where you actually park is a bit unreasonable.

I operate on the assumption nowadays that councils (and others) try to avoid making the rules and conditions clear, so that they can increase their revenue.

Could the restriction they cite be the resident permit? An appeal should sort it out one way or another

Challenge every PCN you get, make them work for their money vs 50% of it for doing nothing.

Yellow lines have always usually meant restricted or no parking I thought.

A question for the learned members (if there are any) - are you eligible for compensation from the council for the time spent challenging an incorrectly issued PCN?
