NIP for car sold 18 months ago
Discussion
Afternoon all,
Last Wednesday I received a NIP in the post. As I opened it I thought "crap, where was I speeding!" then saw the speed 59mph in a 40mph average speed zone and realised I'd not been in any 40mph zones let alone sped in any. Then I saw the road, A45 in Birmingham and thought "Oh no, not another plate of mine that's been cloned!" Then finally clocked the registration and realised it was a BMW I'd sold over 18 months go!
First thing I did was go to my folder of car docs to find the acknowledgement slip from DVLA and sales document, but given it was was so long ago I'd shredded the documents around six months go during a document purge!
I tried to log onto west midlands portal to state I wasn't the owner which, thankfully, is an option on their site but it only allows you to enter a sale date up to 6 months ago and there's no free text fields to enter so I ended up completing the paper form and filling in what details I had of the new owner.
Thankfully I sold the car on ebay so had his full name, post code, phone number and email which I added to the form. I also scanned it in and emailed west midlands police stating I'd sold the car, here's the details I have of the owner and is there anything else I need to do.
In the meantime I got in contact with DVLA to ask if, on their records, I was the registered keeper. I was told I'm no longer the registered keeper, but they wouldn't confirm on what date I ceased being the registered keeper on their system - to do that I have to email dvla with the title, and I'm not joking "Being bothered" which I've done but have been told at least 3 weeks to respond!
Since the first I've had another two NIP's through for the following two days, one at 67mph and one at 66mph both on the same 40mph road.
What else could/should I be doing?
With the speeds being shown someones got an expensive day coming up and I'd imagine will have to get familiar with buses for a while.

I would raise a complaint, they should not be sending you anything if you're not the registered keeper.
You could look ano the tax/mot status gov web page, ti see when the last V5C was issued, to check it was actually registered to a new keeper.
Did you not get an email confirmation of not being the keeper any more? Can you dredge that up?

Should have said I did check when V5 was last updated and it was a few days before sale (removing private plate) but it's not showing it had been subsequently issued and I genuinely can't remember if I did it online or via posting (or online and not checking the tickbox!)You could look ano the tax/mot status gov web page, ti see when the last V5C was issued, to check it was actually registered to a new keeper.

If they acknowledge that you are not the keeper, but a new V5c has not been issued, that suggests the car was bought from you by a trader not a 'keeper'?
It's odd toget NIPs etc after 18 months. Maybe the car has changed hands again? When is the tax due?
Since getting some congestion charge and other stuff after selling my wife's car, we are very careful to keep notifications of 'no longer the keeper'.

Sign up on https://www.carsnitch.co.uk/ - it's free and if you put the reg in it gives you the dates of keeper changes. Try searching on both the private plate and the one that replaced it to make sure you cover both bases.

That's what's odd about it, 18 months and nothing, no tax, mot or insurance related letters and no parking or speeding tickets. Then all of a sudden three tickets in 4 days! It's odd toget NIPs etc after 18 months. Maybe the car has changed hands again? When is the tax due?

I can only think that either the guy moved to a new part of Birmingham (however the road is not far from the postcode he gave me on ebay) or he's since sold it on and they're the ones being naughty!
I've not yet responded to the two follow up NIP's but have emailed west midlands police again to follow up my earlier email with the two new NIP reference numbers and asked if that's sufficient.

What else you could/should be doing in addition to the email? Well to cover your ar5e, belt and braces and all that, is to send back (1st class signed for) the 3 completed NIPs duly filled in and signed with a copy of your email before the 28 day deadlineLast Wednesday I received a NIP in the post. So,
Police wrote back to me after I completed and sent the NIP with the information I had on the buyer which was only the post code, his name, email and phone number (stored on ebay)
They've said as I've not provided the full address the fines and speeding offences will remain in my name until I can provide the full details. WTaF!! Given it was so long ago I'd binned the documents I had relating to the sale.
DVLA have confirmed I'm no longer the registered keeper (via webchat with transcript) so why is it upon me to do the work for them?
Can anyone give me some pointers for how to obtain a full address with the information I have?

What a nightmare
I would expect a court case would be very embarrassing for the Police though given you are not the owner or registered keeper.
What about an official complaint https://www.policeconduct.gov.uk/complaints/submit... ?

If you've got the full postcode I'd be tempted to pick a random address from the postcode and give that to the police, saying that was the address you were given. Alternatively, they might be listed in the phone book? https://www.bt.com/help/the-phone-book/a-z-directo...

That's clearly nonsense. You have no obligation to (currently) know anything about the details of who it went to. I'd just write back with the info you have about the sale of the car (and what DVLA say) and keep batting it back to them.Police wrote back to me after I completed and sent the NIP with the information I had on the buyer which was only the post code, his name, email and phone number (stored on ebay)

The best I can do is use Royal Mail postcode finder which gives me a street address and a list of 16 addresses.
Looking on google maps I can see a car that, from above, looks like my old car parked on the drive of one of those properties (silver 330d touring) - same aerial location, can see small part of the headlights from above and shape matches. But if I give that address and no answer or it comes back as the wrong address it feels like I'd then be in trouble for giving the wrong information?!
I've still got a week or two to wait to get a response from DVLA via a "being bothered" request to find out what information they have recorded as date of sale etc, though via webchat they have said I'm not the registered keeper... I'd ideally like to submit that with my response (they've reissued the NIP's to me to complete fully!)

Have you had a look on StreetView?
STreetview for the location is June 2022, I sold him the car in November 2022. However aerial view is more recent and definitely shows a silver estate car with the features of a 3 series on the driveway of one of the 16 properties in the postcode.Gassing Station | Speed, Plod & the Law | Top of Page | What's New | My Stuff
