Parking fine for a stolen car

tldr - PCN issued before theft notified - I assume I am going to be bent over ?

I had a car stolen recently. I did not notice the theft for nearly ten days as it was parked in a residents' bay out of sight of my house and I don't daily drive. On day I realised, reported to Police, Insurer, DVLA, etc. All sorted, full insurance settlement, case closed. I canvassed the local area for cctv but nothing that showed the car, so I couldn't narrow down the date of theft. Insurance recorded it as the date I reported it.

Roll on two months. Today I receive a parking fine notice with a 50% surcharge 'because you ignored our original ticket'. And there's web access to show the warden's photos and sure enough, there it is, sat 3 miles from my house. I assume the scrotes were checking to see if it had any extra trackers fitted.

So that confirms the timing. Stolen on 1st or 2nd, parking ticket on the 2nd, then presumably off to Tilbury that night and in Minsk by the weekend. I reported it on the 8th. I've given the Police the extra info about the times.

I have two issues -
1 - obviously I never had the original ticket so now I have the £195 fine outstanding. That seems to be a manageable situation and should be negotiable back down to £65 via an Order for Recovery and witness Statement. Is that right, or are the bailiffs on their way ?

2 - because the ticket was issued before the theft was notified, I am guessing there's no way to prove the car was already stolen, and I'm going to just have to suck it up and pay it ?

Sorry if it's a stupid question, but can you explain - or think of - a reason why you wouldn't have received the original ticket given that the car must still have been registered to you at the time?

Reply that your car had been stolen and parking fine was picked up by the thieving scrotes.

Enclose the relevant crime reference number.

Parking ticket, not a traffic violation. So the original ticket is on the car...which is in Minsk.
