If she genuinely cannot say who was driving and there were other people that may have been at the time of the offence and they are willing to stand in court and testify under oath that they were in the car at the time of the offence, but cannot remember who was driving at the time, then it would be worth the trip to court and plead not guilty.
You will not avoid a court appearance just by stating on the form asking the drivers name that you do not know. They are not dropped for that reason as everyone would do it.
If you are in the situation that you genuinely do not know, then there is a defence, but it requires attendance at court to explain to the magistrates.
The form also states that you are required to inform the Police if you have any knowledge as to the identity of the driver at the time. To fail to do so will bring a fail to notify driver summons to your door.
If she was exceeding the limit, it is far easier to pay the fine and accept the points than end up in a conspiracy to pervert justice just for the sake of £60 and 3 points.
Remember that if you are to make up a story, the more that are involved, the more difficult it is for each to get right, particularly when under intense pressure like standing in a witness box in court.

It happens - all the time. Jeeez - there are some 30's round here that should be NSL. Appropriate and safe, just caught by a tax generator.

So your obvious misinformation about how the police are treated differntly to any one else is correct, but not in they way that you perceived.

My girlfriend was caught speeding @ 42 in a 30mph zone. Is it worth saying that she didn't know who was driving the car at the time (is she likely to get away with that story) - or just owning up.
Does she feel lucky ?
Take the offer and it costs £60. Wait too long and you can expect £120 in court. If she starts this story then, miraculously remembers, we start at £200 and rise rapidly, the more obvious and deceitful it becomes.
Consider also at 42, disqualification is very unlikely (3 or 4 pp), but failure to disclose is a stronger risk of DQ. If in Scotland, confiscation of the vehicle can also be applied in these types of offence.
Finally an SP30 is generally ignored by all as one of those things, after all DETR figures estimate over 40% of all drivers on the road at any one time are speeding. A conviction for fraud or dishonesty, such as this, stays on record longer and will have more effect, e.g. limits ability to obtain other licences etc. where must be shown fit and proper person, etc.
As I say, does she feel lucky ?
My advice: NEVER post anything in relation to a potential court case that may be used against you...
