help need: with 3 point and "lost" driving liesnce

I am writing for my mate who dont have internet connection.
He recived a letter from dlva saying he has been caught for speeding. 3 point and 60 quid fine for doing 73mph on 50mph road.
problem is, he dont have a driving liesnce. he lost it. he passed the driving 6 years ago. dlva dont have a record on him scine he cant remember whereabout he passed the test but he is sure it's in exter, devon. he got 28 days i think to prove his liesnce and pay the fine. but he dont have a driving liesnce. what to do? help! hope you understand what i am talking about (in my opinion, it's bloody stupid thing ever)

er, aim this at whoever needs it, go to the police station and give yourself up. Get it over with and concentrate on building the rest of your life, you might consider moving out of our country. The police are reasonable people and if you talk to them, they will talk back! When you do finally get a licence there will be some black smudging in the endorsement section. And some old folk sitting behind some wooden furniture will tell you off more for not having any insurance (probably quite a lot) than not having a licence. unless you have, then the court will probably have a DVLA printout of it...
IIRC that it is perfectly legal to drive 'provided you are *entitled to hold a UK license'.
Therefore if he calls up DVLA, with his name, date of birth and town he passed his test, they'll tell him his DVLA number.. with which he can be issued with a license.... dated from the day he passed his test. Will have to fill in a form at the PO and give them £18 or whatever though..

My license genuinely was with the DVLA having its address updated when I get flashed by a camera. Northants Police were actually pretty reasonable when I contacted them in writing to explain this and gave me an extra 28 days to get it sorted.
If your friend genuinely did pass his driving test then there will be a record of it and there is no reason why the license cannot be reissued. As CarZee says, it costs £18
If this is bullsh*t and your friend was actually caught driving without a license then I hope he gets the book thrown at him.
