steal their nazi hats!!!

In the times yesterday apparantly some bloke in brighton got off his parking ticket because the traffic warden didnt have their hat on and the law states they must have their uniform on when issuing a ticket!!!!!

Is this the law everywhere?!?! fantastic - anyone know where it lists what uniforms they should be wearing?!
