blackspot or not?

got this from a web site: makes you seeth how can they say its a blackspot!!!
Cops in Essex wanted to raise awareness that 'speed kills', so they sat on the Rettendon bypass, and picked off 40 drivers. All were summonsed to Witham Magistrates' Court on the same day, to maximise publicity, after they were recorded at above 100mph. Considering that the bypass was only opened two months earlier, and is a dual carriageway, how strange that it's apparently a deadly accident blackspot. Essex Police clearly needs the money.

I know, I live in Rayleigh, there is no way there has been an accident down that road and if there has, it's certainly nothing to do with it being a potential blackspot, it's dead bloody straight and flat!!!!

The term 'Blackspot' has been redefined recently and now refers to an area of public highway which has generated an average of less than £10,000 per month over the previous 12 months. Please don't confuse this with the now outdated meaning which was linked to a higher than average accident rate.
