When it comes to fast cycling (the lycra mob), the UK is like the wild west, It seems it's ok to ride flat out with your backside off the seat, head down while wobbling side to side without looking ahead to assess the risk to other road users.https://www.dailymail.co.uk/news/article-13383281/...

If it had been a car driving at 29mph, there probably wouldn't have been an accident because the driver would be calmly looking where they're going.
The law below should be used more often.
